When my daughter turned 2, I introduced these counting peg boards (numbers 1, 2 and 3 only) to begin to establish the connection between the abstract number and the concrete quantity (pegs) it represents.
This type of material is great for establishing a concrete foundation for learning to count because it is self-correcting – the boards have built-in control of error with holes for the right quantity.
This is perfect for this stage and the adult doesn’t need to interfere at all. And even if the child is not interested in learning to count, they can still enjoy the challenge of getting the pegs in the holes which in itself helps the child to develop fine motor skills, hand-eye coordination and concentration.
We started with numbers 1-3 only and then gradually increased up to 10 over several months.
